GST ARN status stuck? What Pending for Processing and Clarification mean, the 7-day REG-04 reply rule, deemed approval, and what to do if rejected.

GST ARN Stuck? Let Us Get Your Registration Moving.. Talk to a qualified CA at Tax Garden, Hyderabad.

Key Takeaways on a Stuck GST ARN

  • Under Rule 9 of the CGST Rules, the officer has 7 working days from your application to approve it or raise a query. That stretches to 30 days if Aadhaar authentication was not done or physical verification is needed.
  • Low-risk applications picked by the portal's risk engine can be granted electronically within 3 working days under Rule 9A. Aadhaar-authenticated applicants who opt for Rule 14A (B2B output tax up to Rs 2.5 lakh a month) also get registration within 3 working days.
  • "Pending for Clarification" means the officer issued Form GST REG-03. You must reply in Form GST REG-04 within 7 working days of receiving it, or the officer can reject the application in Form GST REG-05.
  • If the officer does not act within the time limits, the application is deemed approved under Rule 9(5).
  • A rejected ARN cannot be reopened. Fix the defect and file a fresh REG-01, or appeal in Form APL-01 within 3 months.

You submitted your GST registration application. You received the ARN. And then nothing happened. The status has said "Pending for Processing" or "Pending for Clarification" for days, and you keep refreshing the portal wondering if something has gone wrong.

Most ARN delays are not portal glitches. They come from a clarification notice you have not opened, a document the officer did not accept, or simply the statutory processing window that has not run out yet.

This guide explains what each ARN status means, why your application is stuck, and the fix for each situation. If you only need the basics of checking your status, start with our GST ARN status check guide.

How Long Does It Take for a GST ARN to Be Approved?

Quick answer: The officer must approve your application or raise a query within 7 working days of the application date (Rule 9 of the CGST Rules). The limit is 30 days if Aadhaar authentication was not done or physical verification is needed. Low-risk applications flagged by the portal under Rule 9A, and Rule 14A applicants, get registration within 3 working days. If the officer misses these limits, the application is deemed approved.

Your SituationTime Limit for the Officer
Aadhaar authenticated, no site visit7 working days
Aadhaar not authenticated, or site visit ordered30 days
Flagged low-risk by the portal (Rule 9A)3 working days
Opted for Rule 14A with Aadhaar authentication3 working days
After you file a REG-04 reply7 working days from the reply

What Each GST ARN Status Means

Track your application at gst.gov.in > Services > Registration > Track Application Status using your ARN. You will see one of these statuses:

RejectedThe officer has rejected the application through Form GST REG-05.Read the reasons, fix the defect, and file a fresh application or appeal.

Why Your GST ARN Is Stuck

Reason 1: The Statutory Window Has Not Run Out Yet

Rule 9(1) gives the officer 7 working days from the date of application to approve it. Rule 9(2) lets the officer issue a REG-03 query within the same period.

The window is 30 days instead of 7 when:

  • you did not opt for Aadhaar authentication, or authentication failed, or
  • the officer considers physical verification of the premises necessary.

Working days exclude Sundays, non-working Saturdays and public holidays. An application filed on a Friday can easily show no movement until the middle of the following week.

What to do: Count working days from your ARN date. If you are still inside the window, there is nothing to fix yet.

Reason 2: The Officer Has Issued a Clarification Notice (REG-03)

This is the most common and most urgent reason for a stuck ARN. The officer found a gap in your application or documents and issued Form GST REG-03. The notice is sent to your registered email and is visible on the portal, but many applicants never see it.

The risk: If you do not reply within 7 working days of receiving the notice, the officer can reject the application in REG-05. Rejection is not automatic, but it is the usual outcome.

What to do: Track your ARN now. If the status says "Pending for Clarification", open the notice and read every query. Our REG-03 notice reply guide covers each query type in detail.

Reason 3: Physical Verification Was Ordered

If Aadhaar authentication was not done, or the officer flags the premises, the status moves to "Site Verification Assigned". Under Rule 25, the inspecting officer uploads the verification report in Form GST REG-30 within 15 working days of the visit, and the application moves only after that.

What to do: Keep the premises open during working hours, put up a name board, and keep originals of your address proof on site.

Reason 4: Aadhaar Authentication Was Skipped or Failed

Aadhaar authentication is what keeps you in the 7-working-day track. Skipping it, or failing it because the name or mobile number on Aadhaar does not match, pushes you into the 30-day track with likely physical verification. In states where biometric Aadhaar authentication is rolled out, a flagged applicant also has to book an appointment at a GST Suvidha Kendra before the application is processed.

What to do: A pending application cannot be withdrawn and refiled, so let this one run its course. For any future application, complete Aadhaar authentication at the time of filing.

Reason 5: The Deemed Approval Window Has Already Passed

Under Rule 9(5), if the officer does not approve, query, or reject within the time limits (7 working days or 30 days from application, or 7 working days from your REG-04 reply), the application is deemed approved. If your window has clearly expired and the status has not changed, raise a ticket on the GST self-service portal quoting your ARN.

Stuck at "Pending for Processing" Even After Aadhaar Authentication?

This is one of the most common complaints on tax forums. A typical case: Part B of REG-01 submitted on August 18, 2026, Aadhaar authentication completed on August 30, 2026, and the status still says "Pending for Processing" in the second week of September.

Three things explain most of these cases:

  1. The clock starts from authentication, not from Part B. When you choose OTP-based Aadhaar authentication, the ARN is generated after the authentication is done. In the example above, the working-day count starts around August 30, not August 18. Seven working days from August 30 run into the second week of September, depending on holidays and which Saturdays the office works.
  2. Late authentication can still mean a site visit. The GST portal's own FAQ says that if Aadhaar details are not verified within 15 days of TRN generation, the ARN is generated anyway and the application is marked for a mandatory site visit. That moves you to the 30-day track. From August 30, that window runs to September 29, 2026.
  3. The officer can still order physical verification. Even with successful authentication, the officer can order a site visit with the approval of an officer not below Assistant Commissioner rank. That also switches you to the 30-day track.

What to do: Check the ARN date on the status page (in practice this is treated as your application date), work out whether you are on the 7-day or 30-day track, and check your email for a REG-03 notice or a site visit intimation. If both windows have passed with no action, raise a ticket on the self-service portal quoting the ARN.

Still Pending After 20 Days?

If your application has been "Pending for Processing" for about 20 days, you are most likely on the 30-day track because Aadhaar authentication was skipped, failed, or done late, or a site visit was ordered. Nothing is wrong yet. The officer has until day 30 to approve, query, or order verification.

After day 30 with no REG-03 notice and no site visit report pending, the application is covered by deemed approval under Rule 9(5). Raise a ticket on the GST self-service portal or call the GST helpdesk at 1800-103-4786, quoting your ARN, so the GSTIN is issued.

Is the GST Portal Down, or Is It My Application?

A portal outage rarely explains a status that has not moved for days. ARN statuses change when an officer acts, not in real time, so a stuck status almost always means the application is still inside its window or waiting on you.

To check whether the portal itself has a problem:

  • Look at News and Updates and Advisories on the gst.gov.in home page, where GSTN posts planned downtime and known issues
  • Try Track Application Status without logging in. If it loads, the tracking service is working
  • If a specific page errors out repeatedly, raise a ticket on the self-service portal with a screenshot

If the portal is down on the last day of your REG-04 reply window, take screenshots showing the date and time and file your reply as soon as it is back up. The screenshots are useful evidence in a grievance or an APL-01 appeal if the application is rejected for a late reply.

Step-by-Step: How to Reply to a REG-03 Clarification Notice

If your ARN status shows "Pending for Clarification", you have 7 working days from receipt of the notice to reply. This is the step where most applications are won or lost.

Step 1: Download the REG-03 Notice

Log in to the GST portal with your TRN or credentials, open the notice against your ARN, and download it. Read every query carefully and note the reply due date.

Step 2: Identify the Specific Queries

Common REG-03 queries include:

Query TypeWhat the Officer Is Asking
Address proof mismatchThe address on your document does not match the address in the application
Rent agreement incompleteThe agreement is unsigned, expired, or not backed by the owner's ownership proof
Utility bill not in owner's nameThe electricity bill or tax receipt does not show the property owner
Consent letter missingPremises belong to a relative or third party and no consent letter was uploaded
Aadhaar or PAN mismatchName or details of the promoter or authorised signatory do not match
Business activity unclearThe HSN or SAC codes do not match the business description

For rented premises, a rent or lease agreement plus one ownership document of the owner (property tax receipt, municipal khata copy or electricity bill) is normally sufficient. CBIC Instruction No. 03/2025-GST tells Central tax officers not to ask for documents beyond the prescribed list.

Step 3: Prepare Your Point-Wise Reply

Answer each query separately. Do not use generic language. For each query, state the correction and name the document you are uploading as evidence.

Step 4: Upload Supporting Documents

Upload documents that directly resolve the queries. Keep them clear, legible, and within the portal's file size limits. Typical uploads:

  • Rent agreement with the owner's ownership proof
  • Consent letter from the property owner
  • Latest electricity bill or property tax receipt
  • PAN and Aadhaar of the promoter or authorised signatory
  • Photographs of the premises with the name board

Step 5: File Form REG-04

Go to Services > Registration > Application for Filing Clarifications, enter your ARN, add the reply and documents, and submit using DSC or EVC.

Step 6: Track the Status

After submission, the status changes to "Clarification Filed - Pending for Order". The officer then has 7 working days to approve the application or reject it with reasons.

What Happens If You Miss the 7-Day Clarification Deadline?

If you do not file REG-04 within 7 working days of receiving REG-03, or the officer is not satisfied with your reply, the officer can reject the application in Form GST REG-05, recording the reasons.

AspectOutcome
Application StatusRejected
ARNClosed. It cannot be reopened or revived
Next StepFile a fresh REG-01 (new TRN and new ARN), or appeal the order
Government FeeNone. GST registration has no government fee
Waiting PeriodNone, but the fresh application starts the clock again

What to Do If Your GST Application Is Rejected

If your ARN status shows "Rejected", work through these steps. For a shorter checklist, see how to fix a GST registration rejection.

Step 1: Read the Rejection Order Carefully

The REG-05 order states the grounds for rejection. Common grounds:

  • Aadhaar authentication failure
  • Address proof or rent agreement not accepted
  • Adverse physical verification report
  • No reply, or an incomplete reply, to the REG-03 notice

Step 2: Correct the Underlying Issue

Fix the defect before reapplying. If the address proof was rejected, get the correct ownership document or a consent letter. If the premises were not found during verification, make sure the name board is up and the place is operational.

Step 3: File a Fresh REG-01 Application

A rejected ARN cannot be reopened. File a fresh application in Form GST REG-01. This generates a new TRN and ARN, and the processing timelines start from the new date.

Step 4: Escalate or Appeal (If the Rejection Is Unjustified)

  • Grievance: If your ARN was assigned to Central jurisdiction, CBIC Instruction No. 04/2025-GST lets you raise a grievance with the jurisdictional Zonal Principal Chief Commissioner or Chief Commissioner by email, quoting the ARN. This route does not cover applications assigned to State tax officers.
  • Appeal: File Form GST APL-01 under Section 107 of the CGST Act within 3 months of the rejection order being communicated. The appellate authority can allow one more month if you show sufficient cause.

Your ARN status page shows whether the application sits with a Central or State officer, which decides where you escalate.

After Approval: How Long Does GST Bank Validation Take?

Getting your GSTIN is not the last step. Under Rule 10A, you must add your business bank account details within 30 days of registration or before filing your first GSTR-1 or IFF, whichever is earlier. Under GSTN's December 2025 advisory, registrations that miss this deadline are suspended automatically. The suspension lifts once you add the bank details through a non-core amendment.

Once you add the account, GSTN checks it with the bank through NPCI. The status is shown under Dashboard > My Profile > Bank Account Status:

Bank Validation StatusWhat It MeansWhat You Should Do
Pending for ValidationNPCI has not yet confirmed the account.Wait. GSTN has not published a fixed timeline.
SuccessThe account is verified.Nothing.
FailureInvalid PAN or IFSC, PAN not linked to the bank account, or the account PAN differs from the GSTIN PAN.Correct the details, make sure KYC with your bank is complete, and add the account again.
Success With RemarkThe bank is not integrated with NPCI for online validation.Add an alternate bank account that can be validated.

You get the result by email and SMS as soon as validation runs. If the status is still "Pending for Validation" after several days, check that the PAN on the bank account matches the PAN of the GSTIN, then raise a self-service ticket.

GST ARN Status Stuck: Frequently Asked Questions

How long does GST registration take after ARN generation?

Under Rule 9 of the CGST Rules, the officer has 7 working days from the application date to approve it or raise a query. The period is 30 days if Aadhaar authentication was not done or physical verification is needed. Applications cleared by the portal's risk engine under Rule 9A, and Rule 14A applicants, get registration within 3 working days.

Why is my GST ARN status stuck on 'Pending for Processing'?

The application is with the Central or State officer and no decision or query has been issued yet. Count working days from your ARN date. If the 7 or 30 day window has not run out, wait. If it has passed with no action, the application is deemed approved under Rule 9(5), and you can raise a ticket on the GST self-service portal.

What does 'Pending for Clarification' mean in GST ARN status?

The officer has issued a notice in Form GST REG-03 asking for more information or documents. You must reply in Form GST REG-04 within 7 working days of receiving the notice, or the officer can reject the application.

How do I reply to a GST REG-03 clarification notice?

Log in to the GST portal, go to Services > Registration > Application for Filing Clarifications, enter your ARN, add a point-wise reply to each query, upload supporting documents, and submit using DSC or EVC within 7 working days.

What happens if I miss the 7-day deadline to reply to REG-03?

The officer can reject your application by issuing Form GST REG-05 with reasons. The ARN is then closed, and you must file a fresh REG-01 application or appeal the rejection.

Can I reopen a rejected GST ARN?

No. A rejected ARN cannot be reopened. File a fresh Form GST REG-01 application, which generates a new ARN. GST registration has no government fee and there is no waiting period before reapplying.

Why is my GST ARN still pending after Aadhaar authentication?

With OTP-based Aadhaar authentication, the ARN is generated after authentication, so the 7 working day count starts from then, not from the Part B submission date. If authentication was done more than 15 days after the TRN was generated, the application is marked for a mandatory site visit and moves to the 30-day track. The officer can also order physical verification, which also means 30 days.

Is the GST portal currently experiencing problems?

Check News and Updates and Advisories on the gst.gov.in home page, where GSTN posts downtime and known issues. A stuck ARN status is rarely a portal problem, because statuses change only when an officer acts. For a persistent error, raise a ticket on selfservice.gstsystem.in or call the GST helpdesk at 1800-103-4786.

How long does the GST bank validation process take?

GSTN validates bank accounts through NPCI and has not published a fixed timeline. While it runs, the status shows Pending for Validation under Dashboard > My Profile > Bank Account Status, and you get the result by email and SMS. A Failure status usually means an invalid PAN or IFSC or a PAN mismatch between the bank account and the GSTIN. Bank details must be added within 30 days of registration under Rule 10A, or the registration is suspended automatically.

What is deemed approval of GST registration?

Under Rule 9(5) of the CGST Rules, if the officer does not approve, query, or reject the application within the time limits (7 working days or 30 days from application, or 7 working days from your REG-04 reply), the application is deemed approved.

What are the common reasons for GST registration rejection?

Common reasons include Aadhaar authentication failure, address proof or rent agreement not accepted, missing consent letter or owner's ownership proof, an adverse physical verification report, and no reply or an incomplete reply to a REG-03 notice.

What is the difference between Rule 9A and Rule 14A?

Rule 9A lets the GST portal grant registration electronically within 3 working days when its data analysis and risk parameters mark the application as low-risk; the applicant does not choose it. Rule 14A is an option the applicant picks: with Aadhaar authentication and B2B output tax up to Rs 2.5 lakh a month, registration is granted within 3 working days. Both apply from November 1, 2025.

Can I appeal a GST registration rejection?

Yes. File Form GST APL-01 under Section 107 of the CGST Act within 3 months of the rejection order being communicated, extendable by one month for sufficient cause. If the ARN was assigned to Central jurisdiction, you can also raise a grievance with the Zonal Principal Chief Commissioner under CBIC Instruction No. 04/2025-GST.
