What is Import Export Code? The Import Export Code (IEC) is a 10-digit registration number issued by the Directorate General of Foreign Trade (DGFT) that every business in India must obtain before importing or exporting goods. The IEC number is the same as your PAN, costs Rs. 500 to register, and is valid for the lifetime of the business (Foreign Trade (D&R) Act, 1992, Section 7; DGFT notification).
If your business imports raw materials, exports finished goods, or receives foreign remittances for services, you need an IEC. Without it, customs authorities will not process your shipments, and banks will not process foreign trade-related payments.
This guide covers the complete registration process, required documents, fees, exemptions, annual update requirements, and what happens if you operate without one.
Who Needs IEC
Any person or entity engaged in import or export of goods must hold a valid IEC.
| Entity Type | IEC Required? |
|---|---|
| Sole proprietor importing goods | Yes |
| Company exporting products | Yes |
| Freelancer receiving payments from abroad for services | Yes (if exceeding Rs. 5 lakh or if bank mandates) |
| Individual importing personal goods (not for trade) | No (exempt) |
| Government departments | No (exempt) |
| Diplomatic missions | No (exempt) |
| Charitable trusts importing goods for charitable purposes | Depends on notification |
Exemptions from IEC
The following do not need IEC:
- Import or export of goods for personal use not connected with trade
- Import or export by Central Government or State Government departments
- Import or export by diplomatic missions, UN agencies, and specified international organizations
- Categories notified by DGFT from time to time (e.g., import of samples up to a specified value)
Documents Required
For Sole Proprietors
| Document | Details |
|---|---|
| PAN card | PAN of the proprietor (this becomes the IEC number) |
| Aadhaar card | For OTP-based e-signing of the application |
| Address proof of business | Electricity bill, telephone bill, rent agreement, or sale deed (latest copy) |
| Bank certificate | In DGFT-prescribed format (Annexure 4 of ANF 2A), issued by your bank. Alternatively, a cancelled cheque with printed name and account number. |
| Passport-size photograph | Of the proprietor |
For Companies, LLPs, and Partnership Firms
| Document | Details |
|---|---|
| PAN card of entity | PAN of the company/LLP/firm |
| Certificate of Incorporation / LLP Agreement / Partnership Deed | As applicable |
| Aadhaar of authorised signatory | For OTP-based e-signing |
| Board resolution / Authorization letter | Authorising the signatory to apply for IEC |
| Address proof of registered office | Utility bill, rent agreement, or ownership document |
| Bank certificate or cancelled cheque | In entity's name |
| GST registration certificate | If GST-registered (recommended but not mandatory) |
Step-by-Step Registration Process
Step 1: Register on DGFT Portal
Go to dgft.gov.in and create an account using your PAN and email ID. The portal sends an OTP for verification.
Step 2: Fill Application Form ANF 2A
Log in and navigate to "IEC" > "Apply for IEC." Fill in:
- Applicant details (name, PAN, address, email, phone)
- Entity type (proprietor, company, LLP, partnership)
- Bank account details (account number, IFSC, bank name, branch)
- Authorised signatory details
Step 3: Upload Documents
Upload scanned copies of all required documents in PDF or JPEG format. File size limits apply (typically 5 MB per document).
Step 4: Pay Fee
Pay Rs. 500 online through the integrated payment gateway. Accepted modes: net banking, credit card, debit card, UPI.
Step 5: e-Sign with Aadhaar OTP
After payment, the portal prompts Aadhaar OTP verification. Enter the Aadhaar number of the authorised signatory, receive OTP on the linked mobile, and sign digitally.
Step 6: IEC Issued
Once verified, the DGFT system generates the IEC certificate. Download the IEC certificate from the portal. The IEC number is your PAN.
Processing time: 1-3 working days. In most cases, the IEC is issued within 24 hours if documents are complete and Aadhaar OTP verification is successful.
IEC Number Format
The IEC is a 10-digit alphanumeric code identical to your PAN. For example, if your PAN is ABCDE1234F, your IEC is also ABCDE1234F. The DGFT system maps your PAN to your foreign trade profile.
This means:
- One PAN = one IEC (you cannot have multiple IECs for the same PAN)
- If your PAN changes (rare), your IEC also changes
- Different branches or units under the same PAN share one IEC
Annual Update (IEC Confirmation)
IEC holders must update or confirm their IEC details on the DGFT portal every year between April 1 and June 30.
What to Update
- Business address (if changed)
- Bank account details (if changed)
- Authorised signatory details (if changed)
- Business activity description
Consequence of Not Updating
If you fail to update within the April-June window, DGFT may deactivate your IEC. Deactivation means:
- Customs will not process your import or export consignments
- Banks may hold your foreign trade-related payments
- You must apply for reactivation, which involves fresh document submission
How to Update
Log into the DGFT portal > "IEC" > "Modify IEC." Make changes if any, or simply confirm that existing details are correct. No fee for annual confirmation.
IEC for Service Exporters
If your business exports services (IT services, consulting, design, BPO), you need IEC for:
- Claiming export benefits under the Foreign Trade Policy (SEIS/RoDTEP for services)
- Receiving foreign remittances above Rs. 5 lakh (some banks mandate IEC)
- Filing softex forms with STPI/SEZ for software exports
Many service exporters skip IEC because customs clearance is not involved. However, without IEC, you cannot claim DGFT export incentives, and your bank may flag large inward remittances.
Modification and Surrender
Modification
If business details change (address, bank, signatory, entity name), update your IEC on the DGFT portal:
- Login > IEC > Modify IEC
- Select the field to modify
- Upload supporting documents
- e-Sign with Aadhaar OTP
Processing time: 1-2 working days. No fee for modifications.
Surrender
If your business stops importing/exporting, you can voluntarily surrender your IEC:
- Login > IEC > Surrender IEC
- State the reason
- e-Sign
Once surrendered, you can re-apply if needed in the future.
Penalty for Operating Without IEC
Under Foreign Trade Act
| Violation | Consequence |
|---|---|
| Import/export without IEC | Goods confiscated by customs. Penalty up to 5 times the value of goods (Section 11 of FTDR Act) |
| Using someone else's IEC | Both parties face penalty. Criminal prosecution possible |
| Providing false information in IEC application | IEC cancelled. Penalty and blacklisting |
Practical Impact
- Customs will not let shipments clear without a valid IEC linked to the importer/exporter
- Banks check IEC before processing Letters of Credit, foreign trade bills, and export remittances
- GST refund on exports (IGST paid on exports) requires a valid IEC
- E-way bill generation for export goods requires IEC-linked GSTIN
IEC and GST: How They Work Together
| Aspect | IEC | GST |
|---|---|---|
| Issuing authority | DGFT | GSTIN portal |
| Purpose | Authorization for foreign trade | Tax compliance |
| Number | Same as PAN (10 digits) | 15 digits (state code + PAN + entity code) |
| Required for export? | Yes | Yes (for claiming IGST refund) |
| Required for import? | Yes | Yes (for ITC on imported goods) |
Both IEC and GST registration are needed for most import/export businesses. IEC authorizes you to trade across borders. GST registration allows you to collect/claim tax.
Common Mistakes
1. Not updating IEC annually. Businesses that import/export regularly forget the April-June update window. DGFT deactivates the IEC, causing shipment delays at customs.
2. Using personal PAN for business imports. If you run a sole proprietorship, your personal PAN is the IEC. But if you later incorporate a company, you need a new IEC under the company's PAN. The old IEC becomes invalid for the new entity.
3. Not linking IEC with GST. For export benefits (RoDTEP, Advance Authorization), DGFT cross-references your IEC with your GSTIN. If the PAN behind both does not match, export incentive claims are rejected.
4. Multiple IEC applications. Since IEC = PAN, applying twice results in a duplicate rejection. If you lost your IEC certificate, download it again from the DGFT portal.
